King's Collar can be found in any chest dropped by a boss, provided by Devil's Deals or from crafted chest if you have unlocked The Tomb King minion, as well as it can be crafted in the Forge.

Monster items can only be forged from other monster items. Also, the recipe can include Villager Ghost. Each monster item has its own ID and King's Collar ID is 9. All crafting listed down below create King's Collar with greater star rating and possibly different rarity.
