Pearl Necklace is a necklace with a single pearl on it, although the pearl also looks like a white orb.
It extends the duration of active skills by 5 seconds. Another item related to time is the Magic Ring which extends the time of a boss battle.
Pearl Necklace is an arcane item, thus it has neither rarity nor star rating.

Maximizing Skills' Duration[]
Because the number of Pearl Necklaces one can have is unlimited, it is possible to achieve duration of skills which is equal or longer than the cooldown time by stacking enough Pearl Necklaces. Since Day Off At Burrito's event, players have been able to obtain 
Crunchy Candy Cookie - an item reducing the cooldown time of all skills by 5%, which decreases the number of Pearl Necklaces needed to have duration time of all skills at least as long as their cooldown time. This 5% decrease saves 3 Pearl Necklaces off of a 5 minute skill, and 6 off the 10 minute skills. The 
JS&B Triangle from Just Shapes and Beats has similar effect. There is also 
JS&B Square that extends the duration of active skills by 10 seconds and saves another 2 Pearl Necklaces.

So if you have all event items described above, it's enough to craft 94 Pearl Necklaces for "Perma-Skill" effect.
